In my world, I think fractions are similar to spies.  There are good spies and bad spies, and then you have a class of spies like James Bond, 007.  The famous 15 are simply the best spies in the mathematics business!

The reason that fractions are similar to spies is they use multiple identities to get them through customs.  For these famous fractions, the most common alias is converting themselves into decimals.  If that alias does not work, they can convert themselves in percents!
